Working with Lost and Found Pets, We See the Fallout of Puppy Mills Every Day

TAKE ACTION: Please contact your members of Congress and ask them to support House Resolution 2253. This legislation could change lives and save them.

Help protect dogs before they go missing.

Support the Puppy Protection Act of 2025

Every time we get a call to help find a missing dog, one question matters more than most: where did the dog come from? Dogs from puppy mills are at significantly higher risk of becoming lost and are much harder to recover.

Why? Because they often haven’t had basic socialization. They’re terrified of people, unfamiliar with the sounds of everyday life, and unprepared for life outside a cage. When they bolt, they don’t trust strangers, won’t come when called, and can vanish for weeks—or forever. We’ve worked cases where a scared puppy mill rescue hid under a house for days, refused food, and ran from everyone, including the owners who loved them. It’s heartbreaking and preventable.

That’s why we urge you to support The Puppy Protection Act of 2025 (HR 2253). This bill would improve the lives of dogs in commercial breeding facilities by requiring larger living spaces, regular meals, proper veterinary care, and meaningful opportunities for socialization and exercise—essentials every dog deserves.

While we continue to fight to shut down puppy mills entirely, HR 2253 is a vital step toward reducing the trauma that makes these dogs so vulnerable once adopted or rescued.

Support the Puppy Protection Act of 2025

Dogs from puppy mills are more likely to go missing—and much harder to recover. Poor socialization and traumatic early experiences make them fearful, unresponsive, and at greater risk. The Puppy Protection Act (HR 2253) aims to raise standards in breeding facilities and protect dogs before they ever get lost.
